Compared with the past documents, the 2014 Digital 21 Strategy ’Smarter Hong Kong, Smarter Living’ document gives more concrete recommendations. The four strategic thrusts, namely ’empowering everyone’, ‘igniting business innovation’, ‘supporting a thriving ICT industry’ and ‘transforming and integrating public services’, are well chosen. However, issues such as digital security and privacy protection have not been addressed adequately. This submission makes suggestions regarding some of the measures proposed in the document.
