港官應細讀《史記》魏信陵君救趙

我是在香港舊教育制度下長大的，那時候未有新高中學制，我最懷念在聖士提反女校求學時，讀了很多中國歷史經典故事，《史記》、《左傳》和《戰國策》都有讀過，印象深刻的其中一篇是《史記．魏公子列傳》。今日再讀「魏信陵君救趙」，頓覺當時形勢和今天相似，鑑古知今，故事中應對危機的思維策略，值得今天治港者、為官者、擔任公職者參考反思。
趙國勢危魏信陵君挺身
「魏信陵君救趙」的時代背景是戰國末期，秦國積極吞併六國，勢要一統天下，各地戰事頻繁。其中，秦國大破趙軍於長平之戰，坑殺趙降卒四十萬，並進兵圍趙首都邯鄲，趙國勢危，列國形勢亦十分緊張。
魏國信陵君，名無忌，亦稱魏公子，是「戰國四公子」之一；其兄長是魏安釐王，其姊則嫁予趙國丞相平原君為妻。當時秦兵壓境，趙國向有姻親關係的魏國求援，惟魏安釐王怯於秦國氣盛，不敢進兵，只是命令將軍晉鄙守鄴駐防。信陵君則意識到魏趙兩國唇亡齒寒，自行湊拼百輛戰車，計劃挺身救趙。
成大事要廣納人才引領驅動
信陵君以愛才聚才、禮賢下士、納得食客三千著稱。當時他聽聞有位年過七十的隱士侯嬴，在大梁夷門做守門小吏。信陵君拜訪送禮，但侯嬴不接。信陵君特意大排筵席，並且待賓客到齊後，才親自驅馬車去夷門接侯嬴，並特意空出馬車左邊的上座，虛位以待。侯嬴考驗信陵君，果然登車便直接坐在上座；之後又著信陵君載他去街市找屠夫朋友朱亥聊天。信陵君不單照做，還手執馬韁在一旁耐心等候，並無不悅，靜待侯嬴聊完天再一起赴宴。自此，信陵君禮賢下士、作風謙遜的美名不脛而走，在往後「竊符救趙」一事中，侯嬴的計策發揮了關鍵作用。
信陵君對侯嬴信任有加，接受其獻計，反映為官者要成大事，除了要自身有擔當，更要懂得禮賢下士、廣納人才。正如國家主席習近平經常強調「人才是第一資源」、「人才引領驅動」、「全面提高人才自主培養質量，著力造就拔尖創新人才，聚天下英才而用之」。近年特區政府積極推出措施「搶人才」，高端人才通行證計劃、科技人才入境計劃、優秀人才入境計劃，以及新資本投資者入境計劃等，方向正確，初見成效。未來特區政府須著力留人才、聚人才，同時亦要積極培育本地人才，大家一起貢獻香港。
侯嬴獻計竊符救趙
回說信陵君湊拼百輛戰車，打算親自上場與秦軍一戰，卻遭侯嬴阻止。侯嬴認為信陵君挺身犯險只是送死，救不了趙。侯嬴獻計，首先要取出魏安釐王的虎符（兵符），才可憑虎符往前線要求將軍晉鄙交出兵權。第二，虎符藏於魏安釐王卧室，只有寵妃如姬知道收藏位置。信陵君曾為如姬報殺父之仇，侯嬴著信陵君找如姬盜符報恩。第三，侯嬴再著信陵君把屠夫朱亥帶上，若晉鄙不肯交出兵權，朱亥立即殺之。第四，侯嬴承諾，若大事得成，他必自刎成就其義勇精神。聽罷侯嬴的計策，信陵君便哭了，因為他預料無辜的老將晉鄙不會交出兵權，這等於必須殺了他才可。
信陵君逐步行事，如姬成功竊符。信陵君帶著虎符到鄴見晉鄙，晉鄙果然不肯交出兵權，朱亥隨即以鐵椎將之擊斃。侯嬴信守承諾，在北鄉自剄。信陵君奪得兵權後，挑選八萬精兵進軍，楚國亦適時派兵支援，在魏、楚、趙三軍合力下，秦軍投降。信陵君成功解除趙國邯鄲危機，不過自知竊符有罪，即使得到魏安釐王原諒，信陵君往後十年留在趙國，沒回魏國。
大爭時代需有擔當銳意改革
我認為「魏信陵君救趙」有另一啟示：若要在大爭的時代成就大事，就得用非常手段，不能因循守舊，只談先例，拘泥程序，躺在舒適圈內難以有所突破。晉鄙謹守崗位，卻欠大局思維，最終成了大計劃的絆腳石。
國家主席習近平聽取行政長官李家超述職報告時（12月13日）明確指示：「特區政府要團結帶領社會各界，銳意改革，奮發有為，積極對接國家戰略，塑造經濟發展新動能、新優勢，在創新創造中推動香港由治及興。」之後在慶祝澳門回歸祖國廿五周年大會上（12月20日）發表講話時再強調，要「搶抓機遇、銳意改革、擔當作為，更好發揮『一國兩制』制度優勢，不斷開創『一國兩制』事業高品質發展新局面」。
習主席一再強調「銳意改革」，是對特區政府所有官員、行會成員、立法會議員，以至公職人員的重要提醒。不論是身處大爭時代、遇上大國鬥爭，還有特朗普上台的非常時期，抑或是面對千億財赤，我們都要敢於擔當，抱持大局思維、危機意識，行事以政策驅動，破除繁複程序，靈活變通，以新手段謀求新發展。

湯普森槍殺案折射什麼問題 / The Thompson shooting incident reflects what problem?

12 月4 日，美國最大的醫療保險公司之一聯合健康保險行政總裁湯普森（Brian Thompson）在紐約希爾頓中城酒店外遭槍殺。他被多次射擊，背部和小腿中彈。美媒指出，槍手顯然知道湯普森將從哪扇門進入，並比他早10 分鐘到達酒店外埋伏。由此可見，這是一宗經過精心策劃的槍殺案。
湯普森遭槍殺的消息震撼全美，紐約警方在經過數日追捕後，終於在追捕行動的第五天（12 月9 日），逮捕了潛逃多日的疑犯。26 歲疑犯曼焦內（Luigi Nicholas Mangione）乃名校畢業科技優才，他在賓州阿爾圖納落網，他當時身處一家麥當勞，被一名職員認出後報警。經警方到場查問，疑犯行為可疑，並攜有多份偽造身分證件和美國護照。紐約市長及警方召開記者會稱，已發現一份3 頁長手寫文稿，上面寫有其犯案動機，指疑犯對美國商界抱有惡意。
除此之外，據CBS News 報道，警方在湯普森遇刺身亡現場所發現的彈殼和子彈，附有deny（拒絕）、delay（拖延）和depose（罷免）的字眼。這幾個字大致呼應保險行業知名著作Delay, Deny, Defend（《拖延、拒絕、抗辯》）所描述行業拒保的方式。警方正研判這可能是兇手的潛在犯案動機——對醫療保險公司的憤怒。
這宗槍殺案在社交媒體引發激烈反應，與預期不同的是，網絡呈現出來的是對死者的冷嘲熱諷。有媒體認為這些調侃背後反映的是無數家庭因保險理賠遭拒而陷入財務困境的真實個案。多年來，有多少患者因昂貴醫療費用被迫放棄治療甚至失去生命，而保險公司高層卻在賺取巨額獎金。有媒體指湯普森去年薪酬達1020 萬美元，當中包括100 萬美元基本薪金，再加現金和股票獎勵。這種反差加劇人們對醫療及保險體系的憤怒。
當年奧巴馬推出醫保（Obamacare）旨在降低保險門檻，但有些保險公司利用法規漏洞，將利益最大化置於患者福祉之上。湯普森槍殺案或許只是冰山一角，折射出美國積壓已久的社會問題。
The Thompson shooting incident reflects what problem？
On December 4th, Brian Thompson, the CEO of one of the largest health insurance companies in the United States, UnitedHealthcare, was shot outside the Hilton Midtown Hotel in New York. He was shot multiple times, with bullets hitting his back and legs. The media pointed out that the shooter apparently knew which door Thompson would enter through and set up an ambush outside the hotel 10 minutes before his arrival. This indicates a carefully planned shooting incident.
The news of Thompson's shooting sent shockwaves across America. After several days of pursuit, the New York police finally arrested the suspect who had been on the run for several days on the fifth day of the pursuit (December 9th). The 26-year-old suspect, Luigi Nicholas Mangione, a tech prodigy who graduated from a prestigious school, was apprehended in Altoona, Pennsylvania. He was spotted in a McDonald's and reported to the police by an employee. Upon questioning by the police, the suspect's behavior seemed suspicious, and he was found in possession of multiple forged identification documents and a U.S. passport. The mayor of New York City and the police held a press conference stating that a 3-page handwritten document had been discovered, detailing his motives for the crime and indicating malice towards the American business community.
Additionally, according to CBS News, shell casings and bullets found at the scene of Thompson's assassination had words like "deny," "delay," and "depose" inscribed on them. These words roughly correspond to the tactics described in the well-known industry book "Delay, Deny, Defend" regarding insurance claim denials. The police are investigating this as a potential motive for the perpetrator - anger towards health insurance companies.
This shooting incident sparked intense reactions on social media. Contrary to expectations, what emerged online was mockery and ridicule of the victim. Some media outlets believe that behind these taunts lies the reality of numerous families facing financial difficulties due to denied insurance claims. Over the years, many patients have been forced to forgo treatment or even lost their lives due to expensive medical costs, while top executives of insurance companies have been earning huge bonuses. Some media reports indicated that Thompson's salary last year amounted to $10.2 million, including a $1 million base salary, along with cash and stock rewards. This disparity has heightened people's anger towards the healthcare and insurance systems.
When Obama introduced Obamacare to lower insurance barriers, some insurance companies exploited regulatory loopholes, prioritizing profit maximization over patient welfare. 新民黨一向積極鼓勵黨員了解新環境、新產業，助他們掌握香港以至國際的最新動向，並提出更多具前瞻性的政策倡議，新民黨早前開拓「Talk With Experts」講座系列，邀請不同領域的專家及業界翹楚作分享，第二場周三（11日）晚上舉行，主題為「Building a Global AI Hub: Strategies for Hong Kong's Future」，由Mr. Neil Tan主講，他是諮詢顧問公司Tsunami Advisors的管理合夥人，致力促進金融科技、人工智能、數字資產及Web3企業在亞太地區發展、擴張和規模化，近百名新民黨成員出席，並踴躍提出不同角度的問題。
Mr. Neil Tan從人工智能的發展歷史開始介紹，然後到每個階段的發展、對社會和倫理的影響，不同類型的人工智能、其特定應用；以及香港作為全球人工智能中心的潛力，如何面對新加坡和深圳等國家地區的競爭等。
對於打造香港成為全球人工智能中心，Mr. Neil Tan認為重點不是人工智能的技術本身，而是香港如何交付實際成果；他認為，香港目前於人工智能方面的政策仍然處於早期階段，並非所有行業均有具體政策，他期望特區政府港能訂下政策方針，讓企業和機構採納不同元素的人工智能；同時要立法形成「護欄」，以推動人工智能在港發展。
Mr. Neil Tan又指出，擁有多所優秀大學是香港的主要優勢之一。矽谷之所以是領跑者，便是受惠於大學的發展。目前，部分香港的大學已開始關注人工智能的發展，他強調要成為全球人工智能中心，大學是香港必須運用的關鍵優勢，香港需要積極鼓勵開發。
隨着人工智能逐步取代不少工序甚至工種，在場有年輕人關注人工智能對未來人類社會就業的影響，向Mr. Neil Tan提問他對於年輕人的建議，年輕人應學習甚麼，特別是在人工智能領域上的知識，以計劃未來職業發展。
Mr. Neil Tan表示，最終每個人都會擔心這個問題──「如何使用人工智能」，例如網絡安全專家都在討論，他們目前進行網絡安全工作時，也需要人工智能，但該如何運用人工智能來對抗人工智能？Mr. Neil Tan強烈建議大家學習更多有關人工智能的產品和技術，以及如何使用，但要留意專注於自己真正喜愛的領域，例如無論你從事人力資源，還是金融、資訊科技，都應專注發掘自己專業範疇的人工智能應用。

對於國務院在今早（5日）公布，根據香港特別行政區行政長官李家超的提名和建議，決定任命陳美寶為運輸及物流局局長、羅淑佩為文化體育及旅遊局局長，並免去林世雄的運輸及物流局局長、楊潤雄的文化體育及旅遊局局長職務；新民黨表示歡迎。
新民黨主席葉劉淑儀表示：「我們對於羅淑佩女士及陳美寶女士的任命，表示歡迎。一直以來，兩位女士的表現均十分出色，對所屬政策範疇非常熟悉，而且工作積極主動，具有擔當。我們認為由她倆擔任新的職位是好消息。」
「現在本屆政府已經運作了兩年半，即是仍有兩年半的任期，需要完成的工作有很多。例如文體旅局要籌辦全國運動會、要確保啟德體育園順利開幕。此外，特區政府推出了《文藝創意產業發展藍圖》，旅遊業的重要性不言而喻。羅淑佩女士過去擔任運輸署署長、房屋局常任秘書長兼房屋署署長期間，表現主動積極，具備創新思維，尤其在打擊富戶方面成效顯著，我們認為她相當適合擔任文體旅局局長。陳美寶女士曾擔任運輸署長，並在物流局擔任常秘，處理過很多鐵路工程，現在運輸及物流局面臨許多挑戰，香港需要成立航運港口發展局、擴大航空網絡等等。兩位年輕有幹勁的官員的任命是非常合適的。作為女性，我本人非常高興看到她們的成就。」葉太續道。

對於美國政府藉著近日「串謀顛覆國家政權案」（民主派初選案）的判刑，大肆譴責及抹黑香港及特區政府，並且提出會向香港特區人員施加「簽證限制」，新民黨認為全無理據，予以強烈譴責。
是次「串謀顛覆國家政權案」情節嚴重，法庭依據香港法律及普通法原則作出裁決，公平公正公開，判刑寬嚴有度，彰顯司法獨立，體現法治精神，新民黨表示認同及堅定支持。新民黨強調，《香港國安法》的訂立及實施，是為了堵塞香港特區在維護國家安全方面的法律漏洞，維護國家安全，確保「一國兩制」行穩致遠。
對於美西方經常肆意抹黑、詆毀及干預香港司法，新民黨認為是赤裸裸的雙標及霸權行徑，用心險惡，予以強烈譴責。

今日我在立法會上發言支持「積極應對經濟轉型，維持有利的營商環境」議案。當前香港正處於經濟轉型期的關鍵時刻，我認為香港應積極招商引資，加強與中東地區的聯繫交流，於金融科技、基礎建設等範疇加大發展力度，為「一帶一路」乃至環球市場提供龐大新機遇，充分發揮「超級聯繫人」角色，積極為香港與中東的經貿合作牽線搭橋。
行政長官去年訪問中東，交換了13份合作備忘或意向書，涵蓋金融、創科、商務、專業、交通和能源等範疇。我們要抓住這一歷史機遇，充分發揮"超級聯繫人"角色，積極為香港與中東的經貿合作牽線搭橋。
要着力吸引全球主權基金來港設點，以進一步引入長期穩定資金。中東地區擁有大量主權財富基金，如科威特投資局、卡塔爾投資局以及阿布達比投資局,阿聯酋的莫巴達拉主權基金等。這些基金已經在北京、上海和香港開設了投資機構，顯示他們對投資中國和香港市場興趣濃厚。據悉，科威特主權基金過去15年在中國的投資規模增長了近50倍，大中華區投資已躍升至其全球投資的第二位。該基金在中國的主要投資領域包括二級市場股票、債券市場、知名企業股權及基建項目等，個別項目回報率更高達300倍。
香港對中東主權基金具有獨特吸引力，包括健全的法治、自由開放的市場、簡單低稅制、完善的金融監管以及多元國際化的營商環境等。香港作為全球財富管理中心，管理資產規模高達31萬億港元，又特別針對家族辦公室推出稅務優惠安排，對中東主權基金極具吸引力。我們要主動向這些基金展示香港的優勢，爭取其在港設立地區總部或代表處，為香港引入巨額長期資金，並帶來中東地區的人脈網絡和商業機遇。
政府應積極鼓勵中東企業在香港設立區域總部，利用香港在金融、專業服務、投資、法律、風險管理等領域的優勢，推動"一帶一路"項目發展，並提供商業仲裁和爭議解決服務。香港貿易發展局可主導成立商貿聯絡及服務中心，提供商務諮詢、企業註冊等一站式服務，支援內地與中東國家等"一帶一路"沿線地區的雙向投資。此外，鼓勵更多中東企業來港上市，也將進一步鞏固香港國際金融中心地位。
中小企是香港經濟的重要支柱，更需要得到政府的支持。我建議政府協助中小企開拓新業務和新市場，如早前我曾建議政府發展AI旅遊專員，在推廣旅遊的同時也向外宣傳本地中小企，特別是飲食業的特色；並建議政府進一步加強扶持中小企的力度，包括提供低息貸款、租金補貼等，為香港經濟帶來更穩固基礎。

近日立法會正審議《法院(遙距聆訊)條例草案》，會上我發言支持《條例草案》，相信能減省法庭的審理和輪候時間。然而我亦關注一些具體執行情況，如隨著科技進步，遙距聆訊須面對偽造人面的問題，就此我向司法機構跟進法庭將如何加強相關保安措施，確保參與聆訊人士的身份。此外，《條例草案》亦加重了在法庭錄音的罰則，我亦向司法機構了解他們曾參考的司法管轄區為何，以及如何處理律師使用語音作即時傳譯，或語音轉為文字的語音識別安排。
司法機構政務處司法機構副政務長任浩晨回應時指，目前被告須在第一次聆訊時親身上庭，在及後的程序才可使用遙距法庭，包括保釋程序等。聆訊時將繼續沿用懲教署機制確保上庭人士身份，而荔枝角、大欖、赤柱懲教所內已設有房間及設施用作遙距聆訊。至於法庭錄音方面，相關罰則參考了英國，紐西蘭，澳洲，新加坡等司法管轄區而制定，而語音即時傳譯方面，會容許律師使用語音轉換文字技術，但不能使用能儲存錄音的產品，會稍後更新實務指示列明有關情況。

我是在香港舊教育制度下長大的，那時候未有新高中學制，我最懷念在聖士提反女校求學時，讀了很多中國歷史經典故事，《史記》、《左傳》和《戰國策》都有讀過，印象深刻的其中一篇是《史記．魏公子列傳》。今日再讀「魏信陵君救趙」，頓覺當時形勢和今天相似，鑑古知今，故事中應對危機的思維策略，值得今天治港者、為官者、擔任公職者參考反思。
趙國勢危魏信陵君挺身
「魏信陵君救趙」的時代背景是戰國末期，秦國積極吞併六國，勢要一統天下，各地戰事頻繁。其中，秦國大破趙軍於長平之戰，坑殺趙降卒四十萬，並進兵圍趙首都邯鄲，趙國勢危，列國形勢亦十分緊張。
魏國信陵君，名無忌，亦稱魏公子，是「戰國四公子」之一；其兄長是魏安釐王，其姊則嫁予趙國丞相平原君為妻。當時秦兵壓境，趙國向有姻親關係的魏國求援，惟魏安釐王怯於秦國氣盛，不敢進兵，只是命令將軍晉鄙守鄴駐防。信陵君則意識到魏趙兩國唇亡齒寒，自行湊拼百輛戰車，計劃挺身救趙。
成大事要廣納人才引領驅動
信陵君以愛才聚才、禮賢下士、納得食客三千著稱。當時他聽聞有位年過七十的隱士侯嬴，在大梁夷門做守門小吏。信陵君拜訪送禮，但侯嬴不接。信陵君特意大排筵席，並且待賓客到齊後，才親自驅馬車去夷門接侯嬴，並特意空出馬車左邊的上座，虛位以待。侯嬴考驗信陵君，果然登車便直接坐在上座；之後又著信陵君載他去街市找屠夫朋友朱亥聊天。信陵君不單照做，還手執馬韁在一旁耐心等候，並無不悅，靜待侯嬴聊完天再一起赴宴。自此，信陵君禮賢下士、作風謙遜的美名不脛而走，在往後「竊符救趙」一事中，侯嬴的計策發揮了關鍵作用。
信陵君對侯嬴信任有加，接受其獻計，反映為官者要成大事，除了要自身有擔當，更要懂得禮賢下士、廣納人才。正如國家主席習近平經常強調「人才是第一資源」、「人才引領驅動」、「全面提高人才自主培養質量，著力造就拔尖創新人才，聚天下英才而用之」。近年特區政府積極推出措施「搶人才」，高端人才通行證計劃、科技人才入境計劃、優秀人才入境計劃，以及新資本投資者入境計劃等，方向正確，初見成效。未來特區政府須著力留人才、聚人才，同時亦要積極培育本地人才，大家一起貢獻香港。
侯嬴獻計竊符救趙
回說信陵君湊拼百輛戰車，打算親自上場與秦軍一戰，卻遭侯嬴阻止。侯嬴認為信陵君挺身犯險只是送死，救不了趙。侯嬴獻計，首先要取出魏安釐王的虎符（兵符），才可憑虎符往前線要求將軍晉鄙交出兵權。第二，虎符藏於魏安釐王卧室，只有寵妃如姬知道收藏位置。信陵君曾為如姬報殺父之仇，侯嬴著信陵君找如姬盜符報恩。第三，侯嬴再著信陵君把屠夫朱亥帶上，若晉鄙不肯交出兵權，朱亥立即殺之。第四，侯嬴承諾，若大事得成，他必自刎成就其義勇精神。聽罷侯嬴的計策，信陵君便哭了，因為他預料無辜的老將晉鄙不會交出兵權，這等於必須殺了他才可。
信陵君逐步行事，如姬成功竊符。信陵君帶著虎符到鄴見晉鄙，晉鄙果然不肯交出兵權，朱亥隨即以鐵椎將之擊斃。侯嬴信守承諾，在北鄉自剄。信陵君奪得兵權後，挑選八萬精兵進軍，楚國亦適時派兵支援，在魏、楚、趙三軍合力下，秦軍投降。信陵君成功解除趙國邯鄲危機，不過自知竊符有罪，即使得到魏安釐王原諒，信陵君往後十年留在趙國，沒回魏國。
大爭時代需有擔當銳意改革
我認為「魏信陵君救趙」有另一啟示：若要在大爭的時代成就大事，就得用非常手段，不能因循守舊，只談先例，拘泥程序，躺在舒適圈內難以有所突破。晉鄙謹守崗位，卻欠大局思維，最終成了大計劃的絆腳石。
國家主席習近平聽取行政長官李家超述職報告時（12月13日）明確指示：「特區政府要團結帶領社會各界，銳意改革，奮發有為，積極對接國家戰略，塑造經濟發展新動能、新優勢，在創新創造中推動香港由治及興。」之後在慶祝澳門回歸祖國廿五周年大會上（12月20日）發表講話時再強調，要「搶抓機遇、銳意改革、擔當作為，更好發揮『一國兩制』制度優勢，不斷開創『一國兩制』事業高品質發展新局面」。
習主席一再強調「銳意改革」，是對特區政府所有官員、行會成員、立法會議員，以至公職人員的重要提醒。不論是身處大爭時代、遇上大國鬥爭，還有特朗普上台的非常時期，抑或是面對千億財赤，我們都要敢於擔當，抱持大局思維、危機意識，行事以政策驅動，破除繁複程序，靈活變通，以新手段謀求新發展。
12 月4 日，美國最大的醫療保險公司之一聯合健康保險行政總裁湯普森（Brian Thompson）在紐約希爾頓中城酒店外遭槍殺。他被多次射擊，背部和小腿中彈。美媒指出，槍手顯然知道湯普森將從哪扇門進入，並比他早10 分鐘到達酒店外埋伏。由此可見，這是一宗經過精心策劃的槍殺案。

The media pointed out that the shooter apparently knew which door Thompson would enter through and set up an ambush outside the hotel 10 minutes before his arrival. This indicates a carefully planned shooting incident.

The 26-year-old suspect, Luigi Nicholas Mangione, a tech prodigy who graduated from a prestigious school, was apprehended in Altoona, Pennsylvania. He was spotted in a McDonald's and reported to the police by an employee. Upon questioning by the police, the suspect's behavior seemed suspicious, and he was found in possession of multiple forged identification documents and a U.S. passport. The mayor of New York City and the police held a press conference stating that a 3-page handwritten document had been discovered, detailing his motives for the crime and indicating malice towards the American business community.
Additionally, according to CBS News, shell casings and bullets found at the scene of Thompson's assassination had words like "deny," "delay," and "depose" inscribed on them. These words roughly correspond to the tactics described in the well-known industry book "Delay, Deny, Defend" regarding insurance claim denials. The police are investigating this as a potential motive for the perpetrator - anger towards health insurance companies.

新民黨一向積極鼓勵黨員了解新環境、新產業，助他們掌握香港以至國際的最新動向，並提出更多具前瞻性的政策倡議，新民黨早前開拓「Talk With Experts」講座系列，邀請不同領域的專家及業界翹楚作分享，第二場周三（11日）晚上舉行，主題為「Building a Global AI Hub: Strategies for Hong Kong's Future」，由Mr. Neil Tan主講，他是諮詢顧問公司Tsunami Advisors的管理合夥人，致力促進金融科技、人工智能、數字資產及Web3企業在亞太地區發展、擴張和規模化，近百名新民黨成員出席，並踴躍提出不同角度的問題。
Mr. Neil Tan從人工智能的發展歷史開始介紹，然後到每個階段的發展、對社會和倫理的影響，不同類型的人工智能、其特定應用；以及香港作為全球人工智能中心的潛力，如何面對新加坡和深圳等國家地區的競爭等。
對於打造香港成為全球人工智能中心，Mr. Neil Tan認為重點不是人工智能的技術本身，而是香港如何交付實際成果；他認為，香港目前於人工智能方面的政策仍然處於早期階段，並非所有行業均有具體政策，他期望特區政府港能訂下政策方針，讓企業和機構採納不同元素的人工智能；同時要立法形成「護欄」，以推動人工智能在港發展。
Mr. Neil Tan又指出，擁有多所優秀大學是香港的主要優勢之一。矽谷之所以是領跑者，便是受惠於大學的發展。目前，部分香港的大學已開始關注人工智能的發展，他強調要成為全球人工智能中心，大學是香港必須運用的關鍵優勢，香港需要積極鼓勵開發。
隨着人工智能逐步取代不少工序甚至工種，在場有年輕人關注人工智能對未來人類社會就業的影響，向Mr. Neil Tan提問他對於年輕人的建議，年輕人應學習甚麼，特別是在人工智能領域上的知識，以計劃未來職業發展。
Mr. Neil Tan表示，最終每個人都會擔心這個問題──「如何使用人工智能」，例如網絡安全專家都在討論，他們目前進行網絡安全工作時，也需要人工智能，但該如何運用人工智能來對抗人工智能？Mr. Neil Tan強烈建議大家學習更多有關人工智能的產品和技術，以及如何使用，但要留意專注於自己真正喜愛的領域，例如無論你從事人力資源，還是金融、資訊科技，都應專注發掘自己專業範疇的人工智能應用。
對於國務院在今早（5日）公布，根據香港特別行政區行政長官李家超的提名和建議，決定任命陳美寶為運輸及物流局局長、羅淑佩為文化體育及旅遊局局長，並免去林世雄的運輸及物流局局長、楊潤雄的文化體育及旅遊局局長職務；新民黨表示歡迎。
新民黨主席葉劉淑儀表示：「我們對於羅淑佩女士及陳美寶女士的任命，表示歡迎。一直以來，兩位女士的表現均十分出色，對所屬政策範疇非常熟悉，而且工作積極主動，具有擔當。我們認為由她倆擔任新的職位是好消息。」
「現在本屆政府已經運作了兩年半，即是仍有兩年半的任期，需要完成的工作有很多。例如文體旅局要籌辦全國運動會、要確保啟德體育園順利開幕。此外，特區政府推出了《文藝創意產業發展藍圖》，旅遊業的重要性不言而喻。羅淑佩女士過去擔任運輸署署長、房屋局常任秘書長兼房屋署署長期間，表現主動積極，具備創新思維，尤其在打擊富戶方面成效顯著，我們認為她相當適合擔任文體旅局局長。陳美寶女士曾擔任運輸署長，並在物流局擔任常秘，處理過很多鐵路工程，現在運輸及物流局面臨許多挑戰，香港需要成立航運港口發展局、擴大航空網絡等等。兩位年輕有幹勁的官員的任命是非常合適的。作為女性，我本人非常高興看到她們的成就。」葉太續道。
「同時，我們感謝兩位卸任局長楊潤雄和林世雄。在過去兩年半裡，他倆做了大量辛勤的工作，我們感謝他們的貢獻。」葉太總結。
對於美國政府藉著近日「串謀顛覆國家政權案」（民主派初選案）的判刑，大肆譴責及抹黑香港及特區政府，並且提出會向香港特區人員施加「簽證限制」，新民黨認為全無理據，予以強烈譴責。
是次「串謀顛覆國家政權案」情節嚴重，法庭依據香港法律及普通法原則作出裁決，公平公正公開，判刑寬嚴有度，彰顯司法獨立，體現法治精神，新民黨表示認同及堅定支持。新民黨強調，《香港國安法》的訂立及實施，是為了堵塞香港特區在維護國家安全方面的法律漏洞，維護國家安全，確保「一國兩制」行穩致遠。
對於美西方經常肆意抹黑、詆毀及干預香港司法，新民黨認為是赤裸裸的雙標及霸權行徑，用心險惡，予以強烈譴責。
今日我在立法會上發言支持「積極應對經濟轉型，維持有利的營商環境」議案。當前香港正處於經濟轉型期的關鍵時刻，我認為香港應積極招商引資，加強與中東地區的聯繫交流，於金融科技、基礎建設等範疇加大發展力度，為「一帶一路」乃至環球市場提供龐大新機遇，充分發揮「超級聯繫人」角色，積極為香港與中東的經貿合作牽線搭橋。
行政長官去年訪問中東，交換了13份合作備忘或意向書，涵蓋金融、創科、商務、專業、交通和能源等範疇。我們要抓住這一歷史機遇，充分發揮"超級聯繫人"角色，積極為香港與中東的經貿合作牽線搭橋。
要着力吸引全球主權基金來港設點，以進一步引入長期穩定資金。中東地區擁有大量主權財富基金，如科威特投資局、卡塔爾投資局以及阿布達比投資局,阿聯酋的莫巴達拉主權基金等。這些基金已經在北京、上海和香港開設了投資機構，顯示他們對投資中國和香港市場興趣濃厚。據悉，科威特主權基金過去15年在中國的投資規模增長了近50倍，大中華區投資已躍升至其全球投資的第二位。該基金在中國的主要投資領域包括二級市場股票、債券市場、知名企業股權及基建項目等，個別項目回報率更高達300倍。
香港對中東主權基金具有獨特吸引力，包括健全的法治、自由開放的市場、簡單低稅制、完善的金融監管以及多元國際化的營商環境等。香港作為全球財富管理中心，管理資產規模高達31萬億港元，又特別針對家族辦公室推出稅務優惠安排，對中東主權基金極具吸引力。我們要主動向這些基金展示香港的優勢，爭取其在港設立地區總部或代表處，為香港引入巨額長期資金，並帶來中東地區的人脈網絡和商業機遇。
政府應積極鼓勵中東企業在香港設立區域總部，利用香港在金融、專業服務、投資、法律、風險管理等領域的優勢，推動"一帶一路"項目發展，並提供商業仲裁和爭議解決服務。香港貿易發展局可主導成立商貿聯絡及服務中心，提供商務諮詢、企業註冊等一站式服務，支援內地與中東國家等"一帶一路"沿線地區的雙向投資。此外，鼓勵更多中東企業來港上市，也將進一步鞏固香港國際金融中心地位。
中小企是香港經濟的重要支柱，更需要得到政府的支持。我建議政府協助中小企開拓新業務和新市場，如早前我曾建議政府發展AI旅遊專員，在推廣旅遊的同時也向外宣傳本地中小企，特別是飲食業的特色；並建議政府進一步加強扶持中小企的力度，包括提供低息貸款、租金補貼等，為香港經濟帶來更穩固基礎。
近日立法會正審議《法院(遙距聆訊)條例草案》，會上我發言支持《條例草案》，相信能減省法庭的審理和輪候時間。然而我亦關注一些具體執行情況，如隨著科技進步，遙距聆訊須面對偽造人面的問題，就此我向司法機構跟進法庭將如何加強相關保安措施，確保參與聆訊人士的身份。此外，《條例草案》亦加重了在法庭錄音的罰則，我亦向司法機構了解他們曾參考的司法管轄區為何，以及如何處理律師使用語音作即時傳譯，或語音轉為文字的語音識別安排。
司法機構政務處司法機構副政務長任浩晨回應時指，目前被告須在第一次聆訊時親身上庭，在及後的程序才可使用遙距法庭，包括保釋程序等。聆訊時將繼續沿用懲教署機制確保上庭人士身份，而荔枝角、大欖、赤柱懲教所內已設有房間及設施用作遙距聆訊。至於法庭錄音方面，相關罰則參考了英國，紐西蘭，澳洲，新加坡等司法管轄區而制定，而語音即時傳譯方面，會容許律師使用語音轉換文字技術，但不能使用能儲存錄音的產品，會稍後更新實務指示列明有關情況。
12月11日立法會大會上就《遏止殘疾人士院舍性侵事件》質詢的追問，勞工及福利局長回應：
